CCTV in all lock-ups

PUTRAJAYA: Police will install a closed-circuit television camera (CCTV) in all police lock-ups to ensure no police brutality on detainees.
In announcing this today, Home Minister Datuk Seri Ahmad Zahid Hamidi said currently only the Jinjang police station lock-up has a CCTV.
"Now, we want to install them in all police lock-ups," he said, adding that it would be done according to the allocations provided.
However, he did not state how much was allocated.
According to Human Rights Commission of Malaysia's 2013 Annual Report, an average of 18.6 people had died every year in police custody. This indicates systematic problems in managing and handling detainees in lock-ups
Speaking to reporters after a luncheon talk here, Ahmad Zahid said 95% of the deaths under police supervision were due to health problems.
However, he admitted that there were three cases of police brutality.
"The investigating officers (IO) have been identified and stern action has been taken against them," he added.
He stressed that every police IO must abide by the standard operating procedure (SOP) while handling detainees and the installation of CCTVs will ensure SOP is followed.
" We will not compromise with anyone. If there are evidences of abuse against the detainees, those responsible should face prosecution," Ahmad Zahid stressed.
On the death of A. Morgan, 48, in police custody on April 16, Ahmad Zahid said the victim was found on the floor frothing from the mouth at the Jinjang police lock-up.
Post mortem results revealed that the victim did not sustain any injuries but had suffered from severe infections.
