PETALING JAYA: The Selangor state government has rejected the Petaling Jaya City Council's (MBPJ) proposal to award a three-month bonus to its employees who performed well in their Key Performance Index (KPI) for the year 2014.
According to a statement released yesterday by Selangor Mentri Besar Mohamed Azmin Ali, the Selangor Executive Council in a meeting held earlier in the day, had reviewed MBPJ's proposal for the bonus and decided to reject it.
"The State would like to stress that all local councils should be responsible in understanding and complying with the main motive of their formation, which is to provide the best service for the people.
"Thus, local councils are requested to obey the State's policies to be consistent with Section 10(9) of the Local Government Act 1976," said Azmin.
According to Azmin, the revenues and reserves collected by the city council should be returned to the people by providing quality development and efficient services.
"The increase in revenue of the council (MBPJ) was contributed through taxes paid by the citizens for the best possible service, and should therefore not be seen as business profits," he added.
The Selangor State exco has however agreed for a one month bonus to be awarded to MBPJ staff who have been performing well, subjected to strict conditions based on their overall performance.
"The State will provide a stricter guideline to all local councils to ensure responsibility and transparency in their financial management," Azmin said.
On Feb 27, the local council's special full-board meeting had voted to award the bonus to council employees who obtained more than 80% in their KPI, of which 90% of them managed to score 80%.
