Amended laws needed to ensure success of multi-lane free flow at toll plazas

PETALING JAYA: Several government ministries and agencies would be required to amend the relevant laws in order to implement the multi-lane free flow (MLFF) at toll plazas on the expressways by 2018.
Works Minister Datuk Seri Fadillah Yusof is optimistic that the complex undertakings for Radio Frequency Identification (RFID) as a new payment system and as part of MLFF policy would be solved in the next 24-month.
"It is a matter of coordination, for example on how we can link the system between highway operators, Road Transport Department (JPJ) and police. From now and in the next year, we need to fine tune between ministries and agencies," said Fadillah, after attending the Kesas, Litrak and Sprint Aidilfitri celebration at Damansara-Puchong Highway at Sunway toll plaza here today.
He said that a certain agreement between government agencies including the law amendments, implementation and system integration must be reached to ensure the RFID and MLFF implementation would be a success, including at border entry points.
When asked whether law amendments would only be tabled by Works Ministry, Fadillah replied: "Not just one ministry. It has to be by several other respective ministries and agencies."
Stating that the MLFF implementation is on the right track for the 2018 target, Fadillah said it is important to have only one system integration for toll payment with identification for all registered cars.
"By using the RFID tag, it must be linked with JPJ road tax system. It is important that it can read each other in terms of system development throughout the country," he said.
In May, Fadillah had stated that the Malaysian Highway Authority was working closely with JPJ, Royal Malaysia Police, Immigration Department and other government agencies to ensure smooth integration before the RFID and MLFF pilot phase in 2017.
theSun also reported on May 27 that Association of Highway Concessionaires, an organisation comprising 23 highway operators, had highlighted on the need for the government to amend the relevant laws before removing the boom gates at toll plazas.
