New law to deal with littering and illegal dumping in S'gor

PETALING JAYA: Selangor government will table a new enactment early next year to enhance the waste management system and address the unscrupulous illegal dumpings and littering issues in the state.
Selangor Mentri Besar Mohamed Azmin Ali told theSun that he has been monitoring closely the level of unscrupulous waste dumping practice by irresponsible parties particularly the industrial and construction wastes on private lands in the state.
“I have requested the state legal advisor to draft a new enactment on this matter as long as it doesn't overlap and contradict with the federal law. We want to take firm actions on the illegal dumping problem and on the issue of inconsiderate practice of industrial and construction waste by certain groups,” Azmin said, after participating in the Fun Run category at the PJ Half Marathon today.
He pointed out that currently there are few loopholes in the state legislation to combat against illegal dumping and to address the littering problems in Selangor.
“By early next year, Selangor would undertake a new approach on waste management and disposal system to address the ongoing waste management issues.
“We are currently reviewing the whole process for more effective waste management and I expect it will be completed by year-end. By early next year, we will see a new system,” he said, adding that local councils have been instructed to place solid and industrial waste and disposal management as one of the top agendas.
Azmin also said that all 12 local councils in Selangor have been directed to identify suitable spots within their constituencies for a site specifically for industrial and construction wastes.
“We have identified industrial and construction waste problems as something that must be addressed as soon as possible. The state administration won't compromise against any irresponsible parties who dump hazardous and industrial wastes whichever location as they wish,” said Azmin.
“Few days ago, I went to several illegal sites in Selayang and Gombak and we have confiscated several private land lots which were found to be the sites for illegal dumping for industrial and construction wastes with full knowledge of the land owners,” .
However, he said, his administration would allow three months of appeal for any affected land owners whose lands have been confiscated for alleged waste dumping practice.
“But we are firm on this matter. We would only confiscate the lands after we have gathered strong evidence,” he added.
