AG Report: National sports complexes good, but with shortcomings

PETALING JAYA: The 2014 Auditor-General's Report highlighted three main weaknesses in four of the National Sport's Council (NSC) complexes in terms of the premises' construction and maintenance.
The audit, conducted from September to December last year, stated that though the premises were good, there were shortcomings in construction management, maintenance management and usage of sports facilities.
Under the first category, it mentioned, among other things, that the cost of the NSC's complex in Wangsa Maju increased by RM8.7 million or more than 100% from the original cost.
Under the second category, it stated that 16 payment vouchers amounting to RM143,772 which were due to the contractors for maintenance works were not paid for 30 to 63 days after the document was received by the NSC Finance Division.
Under the last category, it said kitchen equipment worth RM37,400 at the NSC's Kuala Rompin complex had not been utilised since 2010.
It recommended that NSC comply with financial regulations to enhance efficiency in its payment process; take necessary action against contractors who have breach their contracts and also both contractors and consultants should be monitored to ensure projects are implemented according to specifications with quality and completed within the stipulated period.
