Plus entitled to increase toll prices by 5% every three years under concession signed in 2011

    KUALA LUMPUR: Highway concessionaire Plus Expressway Berhad (Plus) is entitled to increase the toll rate by 5% every three years from next year until the end of the concession agreement in 2038.
    Deputy Works Minister Datuk Rosnah Abdul Rashin Shirlin said based on the concession agreement signed by the government and Plus in 2011, both parties agreed there will be no toll hike for highways under Plus for five years from 2011 to 2015.
    She added the next toll increase for highways under Plus will be in 2016, except for the toll rate in Penang Bridge which will remain until Dec 31, 2038.
    "The latest agreement has set a 5% toll rate increase for every three years until the concession period ends in Dec 31, 2038.
    ""However, the government will review the application by Plus to increase the toll rate by taking into consideration the consumer price index and amount of traffic," she said in a written statement in the Dewan Rakyat.
    The affected highways under the concessionaire include the North-South Expressway including the Federal Highway Route 2 and New Klang Valley Expressway, Second Link Expressway and Seremban–Port Dickson Highway.
    Rosnah said before 2011, the toll increase in Plus highways was set at 10% for every three years.
    Earlier in reply to a question by Datuk Mohd Idris Jusi (PKR–Batu Pahat), Rosnah said the government has no plans to extend the period of the concession contract.
    Mohd Idris asked the ministry to state the amount of profit made by the concessionaire and whether the government had plans to extend the contract period.
    Rosnah said Plus made only RM8.4 million as post-tax profit from the total RM2.61 billion toll it collected last year.
    "On average, 50% of toll collected is used to pay its loan, 20% for operation and maintenance, 15% to 20% for upgrades and rehabilitation works and 10% is returned to the shareholders," she said.
