GEORGE TOWN: The family of an eight-year-old boy who was stripped naked and chained to a stairway of a flat will be sent for counselling by the Penang Welfare Department.
State Environment, Welfare and Caring Society Committee chairman Phee Boon Poh said the sessions are to ascertain why the boy was stripped and chained and also to ensure that it never happened again.
He described what happened as unbecoming, even if the boy misbehaved.
He said the incident should be handled in a sensitive manner as the aim was not to drive a wedge between the boy and his family.
"The family bond between them must be maintained," he told theSun when contacted.
Malaysians were shocked after reports surfaced that the boy was chained by his father for being naughty for five hours late Saturday night at the flat in Paya Terubong here.
Pictures of the boy naked and chained to the stairs have been circulating around social media.
When contacted, Paya Terubong assemblyman Yeoh Soon Hin said his officers have visited the family and advised the father not to take such drastic disciplinary measures.
"They found no bodily injuries," he said adding the father has been warned that a police report will be lodged if it happens again.
No police report has been lodged so far over the incident.
