AG's Report 2015: PPR in Lembah Subang 2 poorly managed

PETALING JAYA: The construction of the People's Housing Programme (PPR) in Lembah Subang 2 was found to be poorly managed, and was delayed by four years and eight months.

The Auditor-General Report 2015 revealed that the project, which was tendered to Am Rich Constructions and Developments Sdn Bhd, was only completed on April 29, 2009 after being given eight extensions.

The project management of the PPR, which was executed by the National Housing Department (NHD) of the Urban Wellbeing, Housing and Local Government Ministry, was also found to be not satisfactory, with plenty of weaknesses.

Among others, it revealed that there were weaknesses in construction planning, site selection, and management of procurement of contractors.

"There were also weakness in monitoring the construction, coordination problems between the Petaling Jaya Municipal Council (MBPJ) and NHD, and weakness in selecting and distributing the units to eligible buyers," it said.

To ensure that all the weaknesses highlighted do not recur, the AG has recommended that the ministry have better planning for upcoming projects to ensure its completion, and to improve the quality of construction, safety interests, comfort and satisfaction of residents in the future.

"The application process and approval of EOT to contractors should be fair and justified before or on the date of completion in accordance with contract requirements and directives in force.

"List of buyers should also be finalised a few months before completion and offer letters should be issued as soon as the Certificate of Completion and Compliance for PPR is received," the report added.
