He told reporters outside the Parliament building when asked to comment on Umno's MP Tengku Razaleigh Hamzah's statement that the amendment bill should be presented to the royal council before being submitted to Parliament.
Tengku Razaleigh on Monday said the amendment to the act need to be consented by the Malay Rulers as matters of Islamic affairs are under their purview.
Takiyuddin said any laws that originated in the Parliament must also be amended in the House.
"I do not understand why it should not be brought into Parliament as it needs go through the process when proposed amendments are made to the Act," he added.
Takiyuddin is confident the Bill, listed in the Order Paper, will be debated in Parliament before the conclusion of the current sitting.
Asked on the possibility of the Bill being fast tracked in the Order list, he said it depended on the circumstances.
"I think government businesses need to be prioritised. I am still optimistic that the Bill can be tabled," he added.
