Quadricycles not allowed in Penang

GEORGE TOWN: Quadricycles (pedal-powered four wheel vehicles) are not allowed to operate in the state, according to the Penang Island City Council.
In a statement, the Council said such vehicles were not approved by the Road Transport Department (RTD).
It said bicycles, as categorised by the RTD, were vehicles with pedals, two or three wheels and moved without fuel.
“Anything else other than these features are not considered as bicycles,” the council's Public Relations and Corporate Communication Department said today.
The statement said the Council has never issued nor permitted the operation of such vehicles for the safety of other road users.
It said the Council has also received numerous complaints, which endanger other road users.
“For example, going against traffic and not stopping at red lights,” the statement said,
The statement said the Council can take action under several laws including the Streets, Drainage and Building Act 1974 and the Road Transport Act 1987.
“The Council has also served notice that all bicycles with more than two wheels are not allowed for activities under the Local Government Act 1976,” it said.
The statement comes after bike rental and pedal car operators in the heritage enclave expressed their unhappiness with the Council for seizing their vehicles and issuing numerous summonses since early this year.
