GEORGE TOWN: A plot of land in Relau can be turned into a mini animal park if the Penang Island City Council (MBPP) allows 60-year-old James to continue sheltering his dogs on the site.
Penang Solidarity for Animals (SAP) spokesman Dalbinder Singh Gill said he understood the council has plans to develop the area into a recreational ground by year end.
He however said there are plenty of such playgrounds in the neighbourhood and added that an animal park would be a better option.
"It will attract more people and the local residents will then be more familiar with animals," he said in a press conference at James' shelter in the quiet neighbourhood.
The senior citizen's plight caught the attention of the media, after MBPP ordered him to evacuate from the land.

James has been living on the plot of land for 12 years now with only a shack for shelter, and cares for over 30 stray dogs.
However, Dalbinder said MBPP was cooperative and understanding with regards to James' plight.
Dalbinder said another option was to discuss with the local authorities on a reasonable monthly rental, if they allowed James to stay put.
He said if this option was not feasible, another location near Jalan Paya Terubong has been identified with a monthly rental of RM1,500.
"We have no grudge against the council as they have been really nice to us," he said, and expressed hopes of a humanitarian solution to the problem.
Dalbinder also urged the public to join in a 13km Good Will Walk organised by the Malaysia Food bank to raise funds for James.
