Why no action on statement?

PAS president Datuk Seri Abdul Hadi Awang's public statement that "Muslims must vote for Muslim candidates only" refers.
Why is the long arm of the law not being asked to take action? Do we not see a serious breach of the law and a potential security threat to our nation that is woven on a fragile fabric of multiracial and multi-religious fundamentals?
If politicians think they are sacrosanct and above the law and can get away with dangerous public statements, then ordinary Malaysians have much to worry about and demand for appropriate and decisive action.
What are we waiting for honourable prime minister and honourable minister of internal security?
Must it be yet another case of, "police cannot take action because no police reports have been made"? Suppose an ordinary citizen spewed those words, what would be the outcome?
Perhaps, civil society needs to stand up and make its voice heard.
Consider, if some one dropping "yellow balloons" can be marched through the courts; if posting something naughty on social media can get a royal warning; then why are we not seeing the law descend immediately on leaders who keep sowing poison among citizens?
