Transformation plan for local authorities to be introduced this month

KUALA LUMPUR: The Ministry of Urban Well-being, Housing and Local Government will introduce the Transformation Plan for Local Authorities (PBT) aimed to improve service delivery, by the end of this month.
Its minister Tan Sri Noh Omar said the plan would consist of six principles namely human capital empowerment, service delivery excellence, strengthening financial capability, improving people's wellbeing, community participation and effective communication.
He said the local authorities play an important role in managing cities and urban areas and were expected to ensure the welfare of the local populace.
"To ensure services of the local authorities are up to mark, the Ministry will also implement the Star Rating System for PBT.
"This rating system will evaluate the level of performance of all local authorities every two years and the PBT must achieve a minimum score of four stars," he said in his speech at the Ninth World Urban Forum (WUF9), here today.
In 2016, the National Council for Local Government (whose constitutional duty under Article 95A of the Federal Constitution is to formulate a national policy for the promotion, development and control of local government in the country) approved the Transformation Plan for Local Authorities.
In his speech, Noh said there was a need to address the issue of urban regeneration and urban redevelopment in order to promote quality of life for the urban population.
"The ministry is working towards establishing a National Public Housing Management Corporation to manage and maintain the quality of public housing as well as to promote quality of life for B40 households," he said.
Noh added that Malaysia would continue to enhance cooperation with all nation states and United Nation (UN) Habitat in an effort to promote livable cities.
The seven-day forum which began yesterday will hold over 500 events, including assemblies, high-level roundtable talks, dialogues and special sessions.
Themed 'Cities 2030, Cities for All: Implementing the New Urban Agenda', the forum hosted by Kuala Lumpur and held for the second time in Asia, will focus on implementing the new urban agenda. — Bernama
