Civil Service Transformation 2.0 in line with TN50

PUTRAJAYA: The Public Service Department (PSD) has begun its Public Service Transformation (TPA) 2.0 which is in line with the objectives and aspirations of National Transformation 2050 (TN50) to make Malaysia one of the top 20 countries in the world.
PSD director-general Tan Sri Zainal Rahim Seman (pix) said TPA 2.0 would include ways to tackle future challenges including megatrends like the Industrial Revolution 4.0, artificial intelligence, urbanisation, an ageing society, national defence, and the expectations of the people.
"The public service needs to leverage on the megatrends, artificial intelligence and industrial revolution 4.0. One of the things that the public service will be facing soon is job displacement. But at the same time, there will be job creation. New jobs will be coming. So do not be scared (that) in the future there will be no jobs," he said during an interview with selected media at his office here recently.
Zainal Rahim said TPA 2.0 would probably bring better jobs for Malaysians to have better incomes in the future, including as data scientists and data management experts.
He said among the changes that are expected to happen with TPA 2.0 is that PSD would no longer conduct interviews at its offices as the candidates can be take an online interview at home.
"Those who are successful in getting scholarships may not get a letter from PSD, but their names will be posted online," he said.
He said the PSD had drawn up a master plan on TPA 2.0 and conducted a study on the future of the Malaysian Civil Service by 2020 and beyond.
"TPA 2.0 will stress on making transformations on institution and culture which involved management at all levels of the ministries and agencies. It needs changes which are suitable to the civil service structure, ways of providing service, management of human resource and optimising resources including finances," he said.
Zainal Rahim said TPA 2.0 would focus on implementing transformation initiatives with emphasis on the needs of the people based on the services provided by each ministry or agency.
He said the role and commitment of the department heads were critical in making TPA 2.0 a success as they have to set a clear direction, take responsibility, dare to initiate changes, be the go-between and moderator between the leaders and the people.
"The cooperation and involvement of all parties such as non-governmental organisations, private sector and community organisations must be strengthen through strategic collaborations
He said TPA 1.0 which was introduced in 2013 had been successful in cutting down bureaucracy and improving the perception of the public about the civil service. — Bernama
