PETALING JAYA: The Pantai 2 Sewage Treatment Plant (Pantai 2 STP) will not be able to support any more new developments in the Pantai catchment area by 2035, according to the 2015 Auditor-General's Report (Series 2).
Auditor-General Tan Sri Ambrin Buang said that the nearly RM1 billion treatment plant would reach its optimum development by 2020.
As such he recommended that mega projects in the area needed comprehensive planning and called on the Sewerage Services Department (JPP) to carefully examine and review the contract conditions for procurement on design and build methods to prevent technical issues from arising.
"JPP needs to carefully examine and review the contract conditions for procurement on design and build method to ensure there will be no technical issues arise.
"Any changes during work implementation that deviates from the contract conditions, JPP needs to ensure the agreement is amended or addendum is provided," he said in the report which was released today.
Ambrin also pointed out that Pantai 2 STP was issued a Certificate of Sectional Completion (CSC) despite incomplete work.
"The operation and maintenance had started before the issuance of Certificate of Sectional Completion (CSC) along with low quality of construction works, and malfunctioning of equipment within short operating period."
Pantai 2 STP is a project under the 10th Malaysia Plan and was implemented by the Energy, Green Technology and Water Ministry through the Sewerage Services Department (SSD).
