AG's Report 2015: Four DBKL projects completed after four Extension of Time

PETALING JAYA: The Auditor-General’s Report (Series 2) revealed that four projects under the Creating Iconic Places and Attractions by the Kuala Lumpur City Hall (DBKL), worth an estimated RM46.5 million, were delayed and could only be completed after four Extension of Time (EOT) were approved.
The report noted that the EOT of between 110 and 482 days was given due to the location constraints, transfer of utility facilities, site flood issues, weather issues, as well as the frequency changes of design and variation order.
“The delay was also caused by the appointment of incompetent contractors, I-Nai Venture Sdn Bhd for HT1, MP and DM Projects despite the company in the winding up status.
“Moreover, the appointment of contractors for the HT3 and CDC Projects by the Federal Territories Ministry was contradicting with the city hall’s recommendation in respect of technical and finance evaluation that resulted in problems during the project implementation,” the report said.
The report also noted that the lack of coordination between departments and project secretariat had resulted in work being done twice and wastage of public fund.
“There are also weaknesses in the design and unsuitable construction materials, non-compliance of project or work components towards the specifications and quality.
“There is also no evidence to indicate KBM Konsult Sdn Bhd has conducted regular monitoring for HT1, MP & DM Projects. The city hall had only issued the Non-Conformance Report (NCR) for non-compliance works, specifications and quality,” the report said.
