Police to monitor Toronto serial rapist Selva Kumar

KUALA LUMPUR: Toronto serial rapist Selva Kumar Subbiah whose prison terms expires end of this month, will be allowed to come back to Malaysia but will be closely monitored when he returns.
Inspector-General of Police (IGP) Tan Sri Khalid Abu Bakar (pix) said the criminal - Subbiah, 56, is due for mandatory release on January 29 after his 24-year prison terms expires and will be given the privilege to live as a normal citizen as he has served his terms accordingly for the offense committed.
"We have no rights to refrain his entry to the country. He has finished his jail term in Canada and will be coming here," he told the reporters at a press conference after launching the national-level Ops Selamat campaign in conjunction with the Chinese New Year celebration here today.
Khalid said, however the crime records of the serial rapist will be shared from their counterparts in Canada to the local police force to keep an eye on such criminals.
"We cannot and we have not involved in the judgement and investigation done in Canada. Hence, we have special ways to monitor such criminals when they are deported back here," he said.
The criminal, Subbiah was sentenced to 24 years in prison in 1992 after being found guilty of 19 counts of sexual assault, 28 counts of administering a drug or noxious substance, 10 counts of various kinds of assault and a dozen other charges, including extortion.
It said Selva Kumar had assaulted two dozen women in Toronto and had assumed various identities including as a model agent, movie talent scout, professional dancer, lawyer and diplomat.
He reportedly drugged women with a drink, before undressing and raping his unconscious victims and then taking photos of their nude bodies.
He was found with a black book containing the names of 170 women along with ratings for them during his arrest in August 1991.
On another matter, Khalid said police have detained a man and identified the remaining suspects involved in the assault case where a group of men were caught on camera assaulting two individuals in Bukit Antarabangsa in Ampang on Saturday.
