IMDB clinch Project 3B coal fired plant

    PETALING JAYA: 1Malaysia Development Bhd and partner Mitsui Co Ltd have won the coveted for coal-fired power plant known as Project 3B, said to be the last of the larger projects to be awarded by the Energy Commission this decade.
    The win was much speculated to be needed for the state strategic investment agency to launch its multi-billion ringgit power IPO.
    "The selection of the preferred bidder of Project 3B is based on the criteria of full compliance with all the bid requirements as stipulated in the request for proposal (RFP) document and the lowest levelised tariff offered," it said in a statement last Friday.
    The 2 x 1000 MW capacity plant to would be built in Jimah, Negeri Sembilan involving a levelised tariff of 25.33 sen a kWh.
    It added plant would be commissioned in stages by Oct 1, 2018 (Unit 1) and April 1, 2019 (Unit 2).
    The concession period for this power plant would be for 25 years.
    The EC said the consortium will be required to sign a new power purchase agreement with Tenaga Nasional Bhd and a coal supply and transportation agreement with TNB Fuel Services Sdn Bhd.
    Project 3B is to meet the requirement of generation capacity in Peninsular Malaysia from 2018 onwards.
    The EC said the power plant will consist of two units of IHI ultra-supercritical technology steam generator and two units of Toshiba turbo generator with proven operational track records.
    "The proposed plant will incorporate the latest emissions control technologies to meet the environmental requirements, as well as reduction in coal consumption for every unit of energy generated.
