TOKYO, Sept 23 (Reuters) - Japanese Prime Minister Yoshihide Suga is making plans to speak by phone with South Korea's President Moon Jae-in on Thursday morning in what would be the first call since Suga took office, Fuji Network News (FNN) reported on Wednesday.
